Recognizing that there is a shortage of seasonal agricultural workers, the Administration has exempted H-2A guest agricultural workers from suspensions that have been extended across a wide range of work visas. In commenting on the exemption, Richard Owen of the Produce Marketing Association stated “I think one of the messages that has come through loud and clear with the COVID-19 pandemic is how important essential industries, such as food and agriculture are.” One might add that despite the level of employment U.S. citizens are disinclined to perform agricultural work, requiring imported labor for farms and packing plants.
